Heroes do far more than simply add Power. They lead your squads during Patrol and Arena, command Officers during Deployment, provide class buffs, improve your economy, and eventually unlock some of the strongest late-game bonuses in Police Chief.
The biggest mistake is treating every Hero equally.
Your goal is to understand what each Hero is actually built to do, then focus your resources where they matter most.
Hero systems overlap between seasons, but Season 2 introduces stronger baseline scaling, universal-fragment accessibility, and a much more synergistic three-Hero combat roster.

Combat Heroes focus on Patrol, Arena, PvP, Vault and PvE combat — attack, defense, penetration, healing, damage reduction and crowd control.

Development
Built to make your city work harder.
Development Heroes focus on production, confiscation speed, gathering, construction, economy and resource efficiency.

Development Heroes are not automatically bad in combat. Sea-ah in particular has a meaningful combat-oriented Patrol kit despite carrying the Development trait, and Hikari works as a Development/support hybrid with Attack Speed and team buffs.

Season 1 — Part 1
Season 1 established the original Hero roster and introduced nearly every core Hero system still used today. Part 1 contains 13 Heroes across three quality tiers, and Part 2 later added three SR officers on top of it.

Season 1 — Part 2
Season 1 Part 2 introduces the SR rarity tier and expands the original hero roster with additional specialized utility heroes. These three are part of Season 1 — not Season 2.

Season 1 Part 2 expands the roster with three specialized SR heroes. Sea-ah bridges combat and research, Hikari provides team support and healing development bonuses, while Dmitry combines enemy debuffs with Criminal Pursuit utility.
Hero Systems Explained
Season 2 — The Legendary Trio
Samuel, Pamela and Franklin are the first major expansion to the original Hero lineup. Unlike Season 1, Season 2 launches as a complete Legendary class triangle: Samuel (Guard), Pamela (Biker) and Franklin (Marksman). All three are Combat Heroes.

Highest documented scaling
Andre has the highest Attack/HP scaling currently documented at 1.25×. Season 2 Heroes sit just below him at 1.20×, while Samuel uniquely also receives 1.20× Defense scaling.

The Universal Fragment Advantage
All three Season 2 Heroes can use Legendary Universal Hero Fragments for star progression. This makes them dramatically easier to develop than Heroes locked exclusively to their own fragments.

Season 2 Team Synergy
Samuel applies increased Damage Taken. Franklin dumps heavy AoE damage and crowd control into that window.
Season 2 is one of the first rosters that feels intentionally designed as a three-Hero package rather than three unrelated Heroes.

Where Season 1 Part 2 SR Heroes Fit
These heroes offer specialized utility — they are not automatic upgrades over established Legendary heroes.
- Useful for players wanting a hybrid Marksman who contributes to combat while also improving Tech Research.
- Useful as a support Marksman who improves team Attack/Attack Speed and helps Hospital Healing Speed.
- Useful for Biker teams, enemy debuffing, and players who frequently pursue criminals.

Then fill the remaining two positions with your strongest Season 1 combat Heroes.
Pamela creates entirely new roster-building possibilities because a true dedicated healer did not previously exist.

Your five highest-level Heroes automatically become Boot Camp instructors. Boot Camp Heroes inherit the level of the lowest-level instructor among those five.

Common Hero Mistakes
Spreading EXP across everyone
Bad: 8 Heroes at Lv 40. Better: 5 priority Heroes pushed as high as possible.
Ignoring Hero scaling
Rare Heroes can be useful. That does not mean they deserve the same long-term investment as premium Legendaries.
Forgetting class counters
Raw Power alone does not tell the whole story.
Ignoring Deployment skills
A Hero can be average in Patrol but extremely valuable on the State Map.
Ignoring exclusive gear
For Heroes that have it, Exclusive Equipment becomes a major late-game system.
Sacrificing Legendary gear
Never do this. It provides 0 enhancement EXP.
Spreading Universal Fragments
Especially important with Season 2. Concentrate your fragments.
