The Warehouse protects a portion of the resources stored in your Police Department from being seized by enemies.
Upgrading the Warehouse increases its base capacity, allowing more resources to remain protected. The Warehouse covers Ammo, Cash, Electricity, and Gas, although the protected amount displayed for each resource may differ.
The supplied screenshots confirm Warehouse Capacity and Power progression from Level 1 through Level 24. They also confirm that Lavish Reception resets at 00:00 and 12:00 Server Time.
